The United States Probation Office for the District of Oregon intends to procure treatment services for federal offenders using Blanket Purchase Agreements for the following:

Drug Testing Collection Procedures and Substance Abuse Treatment required services may include, but are not limited to, urinalysis collection, assessments, substance abuse cognitive based counseling (individual and group) and Residential Treatment.

  • 0979-19-b14D Substance Abuse Treatment for Multnomah and Clackamas Counties
  • 0979-19-b11U Drug Testing Collection for Multnomah, Clackamas and Washington Counties
  • 0979-19-b05R Residential Treatment for Josephine, Jackson and Lane Counties

Mental Health Treatment required services may include, but are not limited to, mental health assessments, mental health counseling (individual, group, and medication monitoring), psychotropic medication, medically assisted treatment.

Sex Offender Treatment required services may include, but are not limited to, sex offense-specific evaluations, counseling (individual, group, and polygraphs).

  • 0979-19-017P Polygraph Examination for Multnomah, Clackamas and Washington Counties

Interested vendors must respond on time, and clearly show: (1) they can provide services within the catchment area with a facility available for use, (2) such services will be provided by a professional meeting the criteria required, and (3) prices of such treatment shall be as low or lower than those charged the vendor’s most favored customer for comparable quantities under similar terms and conditions. Please note those instances wherein multiple counties/zip codes are referenced as a catchment area, the vendor must only have one site somewhere within one of the counties/zip codes identified as the catchment area.

Please provide e-mail contact information as interested providers will receive e-mail notification when the Request for Proposals (RFP) have been posted on the U.S. Probation Office web page at www.orp.uscourts.gov (under Vendors, then select Solicitation).
